Request for Proposal: Consultancy service

UNOPS invites qualified consulting firms to submit proposals for a consultancy on National Policy and Investment Recommendations under the Blueing the Black Sea (BBSEA) Project.

This assignment will support Georgia, Moldova, Türkiye, and Ukraine in addressing marine pollution through policy alignment and targeted investment planning.

Scope of the consultancy includes:

• Assessment of national policy and legal frameworks related to water management, wastewater, and marine pollution
• Recommendations for alignment with international standards and relevant EU Directives (including UWWTD and MSFD)
• Development of national investment recommendations for pollution reduction, including infrastructure concepts and roadmaps
• Stakeholder engagement at national level and facilitation of regional learning and knowledge exchange activities

The consultancy will be implemented over approximately 10 months (January–October 2026) and includes both country-specific and regional outputs, contributing to coordinated action across the Black Sea region.
